WhatsApp Business API pricing 2026: what messages cost in Pakistan, the UAE and Saudi Arabia
From 1 October 2026 Meta charges for WhatsApp service replies. See Meta's rates for Pakistan, the UAE and Saudi Arabia, what's still free and how to save.

From 1 October 2026, Meta charges for service messages (replies inside the 24-hour window) and for utility templates sent inside that window. Each business number gets 1,000 free service messages a month. Rates depend on the category and the customer's country. Meta asked businesses to add a payment method to their WhatsApp Business Account by 30 September 2026; an account without one has its service messages delivered only until the 1,000 free ones are used.
Until 30 September 2026, replying to a customer on the WhatsApp Business API cost nothing as long as they had messaged you in the last 24 hours. From 1 October 2026, Meta charges for those replies too.
This guide explains what changed, what Meta charges per message in Pakistan, the UAE and Saudi Arabia, and how to keep the bill under control. Every rate below comes from Meta's own published rate card. Where a Meta page and a third-party blog disagree, we follow Meta.

The wording of Meta's rules was re-read on 11 October 2026; the per-country rates were checked on 26 September 2026.
What changed on 1 October 2026?
Three things, all announced by Meta in advance:
- Service messages are charged. These are the free-form replies you send inside the 24-hour customer service window: text, images, voice notes, documents. They were free from 1 November 2024 until 30 September 2026.
- Utility templates sent inside the window are charged. An order confirmation or appointment reminder sent while the chat is open was free until 30 September 2026; Meta hadn't charged for these since 1 July 2025.
- Each business phone number gets 1,000 free service messages a month. After that, every delivered service message is charged. Unused messages don't roll over, and the count resets each month.
Quarterly rate changes take effect on the same date. Meta lists higher marketing rates for Saudi Arabia, the UAE and "Rest of Middle East", and higher utility and authentication rates for Pakistan.
How does Meta charge for WhatsApp messages now?
Meta charges per delivered message, not per conversation. It moved from conversation-based pricing to per-message pricing on 1 July 2025. The price depends on two things: the message category, and the country calling code of the person receiving it.
| Category | What it's for | Can you send it any time? | Charged from 1 Oct 2026? |
|---|---|---|---|
| Marketing template | Offers, launches, re-engagement | Yes | Yes, always |
| Utility template | Confirmations, reminders, updates | Yes | Yes, inside or outside the 24-hour window |
| Authentication template | One-time passcodes | Yes | Yes |
| Service (non-template) | Replies while the 24-hour window is open | Only inside the window | Yes, after 1,000 free per number per month |
A few rules matter for budgeting:
- One charge per message. A message has one category and one charge. A free-form reply with a promotional line in it is still a service message, not a marketing one.
- Service costs the same as utility. Meta sets service rates equal to the utility and authentication rate for each market.
- No volume discounts on service. Utility and authentication get cheaper at high monthly volumes. Service messages don't.
- Your category is your responsibility. Meta says businesses must check the category given to each approved template, and accept the charge for that category when they use it.
- Rates only change on quarter days. Meta updates prices only on 1 January, 1 April, 1 July or 1 October, with at least one month's notice for a rate change.
Is the WhatsApp Business API free?
No, but parts of it are. Here is what is still free from 1 October 2026:
- Messages customers send you. Incoming messages are never charged.
- The first 1,000 service messages per business number each month.
- The free entry point window. When someone messages you from a Click-to-WhatsApp ad on the WhatsApp Android or iOS app and you reply within 24 hours, Meta opens a free window. Meta's pricing page says it may stay open for up to 7 days, and that Meta does not charge for marketing, utility, authentication or service messages while it is open. Meta says the window is unchanged for message delivery. Chats started from WhatsApp on desktop or web don't qualify. Meta's current pages give this window for ads that click to WhatsApp only. They do not say how long a window lasts for other entry points, such as a Facebook Page button, and Meta's older pages gave 72 hours, so check Meta's pricing page before you rely on a number.
What you pay for: every marketing template, every utility and authentication template, and service replies beyond the free 1,000. The ads themselves are paid separately, as normal.
The free WhatsApp Business app is a different product. This per-message pricing is for the WhatsApp Business Platform, the API.
How much does a WhatsApp message cost in Pakistan, the UAE and Saudi Arabia?
These are Meta's list rates per delivered message from 1 October 2026, in US dollars. The country is the customer's country, not yours.
| Customer's country | Marketing | Utility | Authentication | Service |
|---|---|---|---|---|
| Pakistan (+92) | USD 0.0473 | USD 0.0150 | USD 0.0150 | USD 0.0150 |
| UAE (+971) | USD 0.0576 | USD 0.0157 | USD 0.0157 | USD 0.0157 |
| Saudi Arabia (+966) | USD 0.0576 | USD 0.0107 | USD 0.0107 | USD 0.0107 |
Source: Meta, "Cost per message in USD on the WhatsApp Business Platform, effective October 1, 2026". Utility and authentication rates can fall at high volume. Check Meta's current rate card before you budget, because rates change every quarter.
Meta also lists an authentication-international rate for all three countries. It only applies to high-volume senders of one-time passcodes to users in another country, so most sales teams can ignore it.
Pakistan
Pakistan's utility and authentication rates rise twice in 2026: on 1 April and again on 1 October. From 1 October 2026, a service reply to a Pakistani number costs USD 0.0150. That is more than the same reply to a Saudi number. A marketing template costs about three times a service reply.
Pakistani rupees are not a Meta billing currency. Meta publishes rate cards in 16 currencies, including USD, AED and SAR, but not PKR. So Pakistani businesses are typically billed in US dollars, and your bank may add its own foreign-exchange charges. For card payments, Meta accepts Visa and Mastercard in supported countries, but not PayPal or American Express.
A worked example: a team that sends 6,000 service replies to Pakistani numbers from one number in October gets 1,000 free and pays for 5,000. At USD 0.0150, that is USD 75. If it also sends 2,000 marketing templates, add USD 94.60. Messages inside a free entry point window would cost nothing.
UAE
UAE marketing rates went up on 1 October 2025 and go up again on 1 October 2026. From 1 October 2026, a marketing template to a UAE number costs USD 0.0576, and a utility or service message costs USD 0.0157.
Since 1 April 2026, the dirham has been a Meta billing currency. On Meta's AED rate card, a marketing message to a UAE number is AED 0.2115 and a service message is AED 0.0576. So 3,000 service replies in a month cost AED 115.20 for the 2,000 above the free tier.
Remember that the rate follows the customer's number, not yours. A Dubai business replying to a customer on a +92 number pays the Pakistan rate, and a Riyadh business messaging a +971 number pays the UAE rate.
Saudi Arabia
Saudi marketing rates went up on 1 April 2026 and rise again on 1 October 2026, to USD 0.0576 per message. Utility, authentication and service messages to Saudi numbers are USD 0.0107, the lowest of the three markets here.
The riyal has also been a Meta billing currency since 1 April 2026. On Meta's SAR rate card, a marketing message to a Saudi number is SAR 0.2159 and a service message is SAR 0.0401. The same 3,000 service replies would cost SAR 80.20.
Who bills you: Meta or your provider?
It depends on how your number is connected.
- Your own WhatsApp Business Account, billed by Meta. You add a card or credit line in Meta's Billing & payments, and Meta charges you its published rates.
- Through a Business Solution Provider (BSP). Meta's help centre says businesses working with a solution partner arrange payment with that partner. Some partners sell message bundles or add a margin on top of Meta's rates.
Neither is wrong. Just ask any provider which part of the price is Meta's per-message fee and which part is their software or markup.
How to see your own rates and add a payment method
To check your rates, open the pricing page in Meta's developer documentation and scroll to "Rate cards effective October 1, 2026". You can download the rate card in USD, AED, SAR and other currencies. The WhatsApp Business website has an interactive version too.
To see what you are spending, open WhatsApp Manager and go to the Insights tab. It shows messages and spend for your account.
To add a card, Meta's help centre gives these steps:
- In WhatsApp Manager, go to Overview.
- Find your account, click the three-dot icon and choose Manage account settings.
- In the Settings tab, click Payment settings.
- In Billing & payments, click Add payment method and follow the prompts.
- Add your card and business details, then save.
You need the "Manage WhatsApp account" permission; the account owner has it automatically. Meta may ask for tax details. If you pay through a BSP, talk to them instead.
How to keep WhatsApp API costs down
From 1 October 2026, replying in the open window isn't free, so old advice needs updating.
- Keep a payment method on your account. Without one, your replies stop being delivered once the 1,000 free messages are used.
- Use Click-to-WhatsApp ads. Reply within 24 hours and Meta opens a free window that may stay open for up to 7 days, templates included. Meta's pages give no length for a Facebook Page button, so don't assume the same. This is the one route where replies still cost nothing.
- Say more in fewer messages. Every delivered message is charged. One clear reply with the price, the brochure link and a next step costs less than four short ones.
- Check your automatic replies. Greetings and keyword replies are service messages too. Keep them useful and short, and don't chain several in a row.
- Send marketing templates only when they earn their cost. In Pakistan, a marketing template costs about three times a utility message. Send offers to people who opted in and asked about something relevant.
- Choose the right template category. A true order or appointment update is utility. Don't send a reminder as marketing, and don't push promotions into a utility template. Meta says you pay for whatever category is applied to the template when you send it, so check it in WhatsApp Manager.
- Measure cost per lead, not cost per message. Add your WhatsApp spend from WhatsApp Manager to your ad spend. Then divide by the leads and sales you actually got.
Frequently asked questions
Is the WhatsApp Business API free in 2026?
No. Access to Meta's Cloud API is free, but messages are not. From 1 October 2026 Meta charges for marketing, utility and authentication templates, and for service replies after 1,000 free per business number each month. Messages inside a free entry point window (up to 7 days, according to Meta's pricing page) stay free.
What is the WhatsApp API cost per message in Pakistan?
From 1 October 2026, Meta's list rate for a Pakistani (+92) number is USD 0.0473 for a marketing template and USD 0.0150 for utility, authentication and service messages. Utility and authentication get cheaper at high volume. Rates can change each quarter.
What are WhatsApp service message charges?
A service message is any free-form (non-template) reply sent inside the 24-hour window after a customer messages you. From 1 October 2026 Meta charges for these at the same rate as utility messages in the customer's country. Each business number gets 1,000 free service messages a month, with no volume discounts beyond that.
Can I pay Meta in rupees, dirhams or riyals?
Dirhams (AED) and riyals (SAR) became Meta billing currencies on 1 April 2026. Pakistani rupees are not a billing currency, so Pakistani businesses are typically billed in US dollars.
What happens if my WhatsApp Business Account has no payment method?
Meta asked businesses to add one by 30 September 2026. According to Meta, an account without one still has its service messages delivered until it uses up the 1,000 free messages for that number and month. After that, Meta won't deliver them. Templates already need a payment method.
Where BrokLeads fits
BrokLeads is a lead management CRM with a shared WhatsApp team inbox for sales teams in Pakistan, the UAE and Saudi Arabia. We are not a Business Solution Provider. BrokLeads connects your number through Meta's own sign-up flow, so the WhatsApp Business Account stays in your Meta business portfolio.
That keeps the costs separate and visible:
- Meta bills you directly for messages, at its published rates. BrokLeads adds no markup and sells no message credits.
- BrokLeads charges per user for the software: from PKR 1,499, AED 49 or SAR 45 per user per month, before tax. See pricing for plans and minimum users.
